Why isn't the popularity of a movie or tv show based on the # of people who view it?

How do we compare "STAR WARS" vs " The Wizard of OZ"...? Peoples pay
and the cost of interest and the value of monie was more during STAR
WARS so obviously STAR WARS would make more money.....so would "Attack
of the Killer Tomatoes" but it is not a better film than "the Wizard
of Oz"! Who and how are votes counted towards best films?
